In our case three motions were proposed and voted on seconds before the vote on a zoning bylaw amendment. And the motions were not in the agenda, nor was there any indication that the originally proposed ZBA was going to change. There was no debate and no opportunity for public comment.<br /><br />Did you ever get a definitive opinion on this issue?
